Kathleen Van Osten spent 13 years in the Sacramento legislative arena prior to joining Rose & Kindel in 1998. Ms. Van Osten served as the Director of the California Senate Majority Caucus staff where she was responsible for guiding strategic planning and implementation of concepts to assist the (then) 23 Democratic legislators in the Majority Caucus.

Working closely with Senate leadership, she directed Caucus staff in organizing special legislative events, district communications, media outreach and research.
Before joining the Senate, Ms. Van Osten served as Director of Public Affairs for Stoorza, Ziegaus, Metzger & Hunt in Sacramento. Her work included strategic public affairs planning and implementation, crisis communications management, media outreach and account finance management.
Ms. Van Osten also served in the California State Assembly for ten years, primarily as a senior consultant to the former Democratic Leader and Assembly Transportation Chair, Assemblyman Richard Katz. Ms. Van Osten was responsible for the Assemblyman's legislative and policy agenda, budget issues and special projects. During her tenure, she developed expertise in a variety of public policy areas, most notably on state water policy and environmental issues, criminal justice and education.
Ms. Van Osten also served as a consultant to the Rand Corporation, providing research and writing services for Rand California, an online source of information on matters pertaining to public policy and economics in California.
Personal Bio
She has served on the Board of Sierra Forever Families, a non-profit dedicated to finding permanent families for neglected and abused children in the foster care system. She currently serves as Vice-Chair of Sierra’s Quality of Care and Advocacy Committee. She has also served on the Corporate Advisory Board of Francis House, a community resource and counseling center for the poor, which provides referrals to resources, assistance in accessing local, state or federal resources, temporary transportation, shelter and food, counseling and assistance with job placement.
